In pursuance of Rule 36(1) of the Karnataka Muncipalities
(Election of Councillors) Rules, 1977 and Rule 29(1) of the Karnataka
Muncipal Corporation (Election) Rules 1979, it is hereby directed
that the ballot papers for an election to the Corporation/City Muncipal
council/Town Muncipal Council/Town Panchayats shall be prepared
as indicated below:

Every Ballot paper shall have the counterfoil
attached to it. The counterfoil shall be at the top of the
ballot pater and its depth shall not ordinarily exceed 15
Ems. The counterfoil shall contain the following:

|
The space for stitching at the top Center of the
counterfoil. |
| (b) |
|
A black border of 1 Em at the top of the counterfoil. |
| (c) |
|
The particulars of the election shall be printed
immediately below item (b) above and will contain serial number
and name of the City Municipal Council/Town Municipal Council/Town
Panchayats Ward and the year of election and the legend "General"
or "Bye" election printed after the year depending
on whether the ballot paper is intended for General Election
or a Bye-election as illustrated below: |

"Signature/Thumb impression" ib the right hand side. |

The particulars
referred to at (c) (d) and (f) above should be printed in kannada. |
| (h) |
|
One block
of lines of 1 Em with a perforated rule/disjointed straight
line below, separating the ballot paper from the counterfoil. |
| (ii) |
There shall be one block
of lines of 1Em below the perforated rule/disjointed line on
the ballot paper. |
| (iii) |
The front face of the
ballot pater will contain only the name and particulars of the
ward and the election, names of the contesting candidates and
the symbols of the candidates. The partculars of the ward and
the election will be printed in the first shaded area between
the panels of first two candidates and will contain the particulars
mentioned at (i) (c) above in Kannada. |
| (iv) |
Serial number of the
ballot paper which will be identical to the Serial number printed
on the counterfoil vide item (i) (e) above shall be printed
on the left hand side either on the front or on the back as
may be convenient. When the serial number is inscribed on the
front, it shall be in one of the shaded areas as may be convenient. |
| (v) |
The width of the ballot
paper will be between 3 inches and 4 inches as may be considered
convenient by the Returning Officer for printing the ballot
paper. |
| (vi) |
The name of the candidate
will appear on the left side and his symbol on the right side
in a panel. |
| (vii) |
The width of the space
alloted to each candidates in other words panel will be 6 1/2
Ems and the width of the shaded area between the panels of any
two candidates will be 3 Ems. There will be a thick black border
of 1 Em width at the bottom of the ballot paper. |
| (viii) |
The size
of each symbol will not be more than 9 Ems X 5 1/2 Ems. |

| (ix) |
Subject to any special
instruction that may be issued by the State Election Commission,
the names of candidates will be printed in the language or languages
in which the list of contesting candidates is prepared and they
should be printed in the same manner and in the same order in
which they appear in the list of contesting candidates. |

| (x) |
Where the number of the contesting candidates
at an election exceeds 9, the ballot paper shall be printed
in two or more columns as may be considered convenient by
the Returning Officer. For printing the ballot papers depending
on the facilities available in the presses entrusted with
the printing of ballot papers. Whereas the ballot paper is
printed in two colums, the width of the ballot paper and its
counterfoil shall be twice the width of the ballot paper of
a single column as specified in paragraph (v) above. Along
the middle there shall be a shaded area from top to bottom
of 2.5 Ems width. The names of half of the number of contesting
candidates will appear in Kannada alphabetical order on the
other half. Where the number of contesting candidates is odd,
the last panel on the right half of the ballot paper will
be completely shaded. Where the ballot paper is printed in
three columns, the width of the ballot paper and its counterfoil
shall be thrice the width of the ballot paper of a single
column as specified in paragraph (v) above and between every
two columns along the middle there shall be a shaded area
from top to bottom of 2.5 Ems width. The names of 1/3 rd of
the number of contesting candidates will appear in the correct
Kannada alphabetical order one below the other in the first
two columns of the ballot paper and the names of the remaining
contesting candidates will appear in Kannada alphabetical
order in the last column where the number of candidates is
not divisible by 3, the last panel or the last two panels,
as necessary in the last column, shall be completely shaded.

| (xi) |
The ballot papers shall
be stitched into fifty ballot papers in each bundle with consecutive
serial numbers. |
